The Cheka-OGPU became aware of the details of the investigation into the attempt to bribe top managers of the Russian Fund for the Development of Information Technologies for the allocation of grant support for 700 million rubles.

According to the investigation, Dobrovolsky E.Yu. together with Alekhine I.P. decided to bribe the management of the Russian Foundation for Information Technology Development. To do this, Alekhine introduced Dobrovolsky to the Deputy General Director of the Foundation I.E. Kostunov, whose functions include organizing and monitoring competitive selections, including grants, as well as signing grant agreements and additional agreements to them. During repeated personal meetings and telephone conversations, the couple informed Kostunov I.E. information about readiness to transfer money for consideration by Kostunov I.E. applications of Business Platform RSPP LLC, Globus Technology LLC, as well as an unidentified legal entity out of turn for the provision of grants by the Foundation. At approximately 12 hours 43 minutes on July 28, 2022 at the Spaten House restaurant in Moscow, E.Yu. Dobrovolsky. personally handed over funds in the amount of 600,000 rubles to I.E. Kostunov, acting as part of the operational-search activity. After the transfer of funds Dobrovolsky E.Yu. was detained.
