The Cheka-OGPU became aware of new details of the situation with the oil depot in the Yamal-Nenets Autonomous Okrug.

In recent years, the management of the base has been carried out by Elena Klishina – the actual owner and beneficiary of the companies “Clichy”, “Prometheus” and, in fact, the former tenant of the base – “Element”, the general director of which Khabilov I.G., a retired military man, is a nominal executor carrying out instructions Klishina under her guarantee of protection from future problems.

And problems are about to arise. RT-Capital, a subsidiary of the Rostec corporation that works with non-core and problematic assets of the concern, filed a lawsuit for subsidiary liability of Element LLC in the amount of almost 1 billion rubles.

True, promises of safety did not help Klishina’s former employees. Thus, Goncharov, whom we mentioned, as well as Mayorov and Usmanov, who previously worked at the oil depot, also received lawsuits for damages amounting to hundreds of millions, and Klishina, although she was the person who actually made the decisions, was prudently not formalized anywhere legally, and therefore remained behind within the framework of the judicial process.

Element was able to stay afloat for so long only thanks to the resourcefulness of Klishina, who, on the eve of the bankruptcy of the company that owned the base, entered into a long-term lease agreement with a penalty for termination in the amount of 20 years of rental payments.

But over the years of managing the base, Klishina lost almost all her clients and gained a reputation in the oil market as an inadequate entrepreneur who violated her obligations.
Thus, Rospan International, a subsidiary of Rosneft PJSC, formerly the main customer of oil depot services, refuses to even negotiate on the resumption of work if Element is involved in the process.

As a result, since the beginning of the year, during the period of implementation of the SVO and increased requirements for uninterrupted supply of energy resources, one of the largest transshipment and storage complexes in the main oil-producing region of Russia has practically suspended operations. Most of the team has been laid off, and tax revenues are not being received into the budget.

The Rostec Corporation is naturally trying to sell this asset and transfer the enterprise to more efficient owners.

According to available information, all these circumstances have come to the attention of law enforcement agencies at the federal level, and the situation at the base is under special control.
