The Cheka-OGPU became aware of at least ten protests by prisoners in the capital’s pre-trial detention centers since the beginning of the year, which they have only now begun to understand. Over the past week, materials from the Federal Penitentiary Service on all emergencies were transferred to the Investigative Committee and inspections were ordered. Suicide attempts were widespread, but the facts and reasons themselves were carefully hidden for months under the pretext of internal inspections of the Federal Penitentiary Service.
