So, the other day, former banker Tagir Bektimirov, whom an acquaintance introduced in 2020 to a certain Takhir Galperin, contacted the police. The latter is allegedly the half-brother of Deputy Defense Minister Timur Ivanov and has connections in the GRU. First, a new acquaintance, for 500 thousand rubles, undertook to resolve the issue with the “writ of execution” issued in favor of Tagir Bektimirov’s wife for 6.9 million rubles. Something went wrong, and the “deputy minister’s brother” decided to rehabilitate himself before him.
Takhir Galperin invited Tagir Bektimirov to his office on Malomoskovskaya Street, where his other partner was already there. At the meeting, guests were asked to invest in cabins for soldiers, which were supposed to bring double profit: the cost of one cabin was allegedly 60 thousand rubles, and the goods were sold for 120. According to the organizer, the Institute of the Ministry of Defense, which allegedly acted as the customer, was led by his mother and all transactions had to go through it, and the executor was the company with which he was associated.
Some of Tagir Halperin’s words were indeed confirmed. For example, his mother Zukhra Galperina was indeed the deputy general director of JSC “31 State Design Institute for Special Construction” of the Ministry of Defense of the Russian Federation. It is known about Deputy Minister Timur that he actually has Caucasian roots, and his mother is mentioned in all sources without a name, as a native of Dagestan. Tahir Galperin himself previously served as an adviser to the governors of the Penza and Smolensk regions. But, despite such a convincing reputation, the deadlines for returning the money invested by would-be investors in cabins (entrance to the project was from 3 million rubles) are regularly postponed under various pretexts to this day.
In addition, dark spots in the biography of the “brother of the Deputy Minister of Defense” came to light: about 10 years ago, Takhir Halperin was already prosecuted for fraud – he convinced the victim that for several million rubles he could, through his connections in the Government, get the signing of a contract for reconstruction Tretyakov Gallery.
