The Cheka-OGPU became aware of a major scandal in the Russian Ministry of Emergency Situations. An unknown person, under the guise of First Deputy Minister Alexander Chupriyan, began calling senior employees of the Central Office of the Ministry of Emergency Situations of the Russian Federation and gave orders to assist a certain businessman. Apparently, the internal struggle in the Ministry of Emergency Situations has already acquired the style of domestic pranksters.
First Deputy Minister of the Ministry of Emergency Situations Alexander Chupriyan himself announced at a conference call about the phone calls received on the office phones of employees of the central office. At the end of November, an unknown man, introducing himself as Chupriyan, called the heads of the Trans-Baikal and Sakhalin headquarters, the head of the Zhukovsky air rescue center, the Baikal search and rescue squad and the head of the National Crisis Management Center. The pranker, in the guise of the first deputy, gave the order “… urgently contact a certain Oleg Vladimirovich Tsybin, clarify what his problems are and provide him with maximum assistance in all his requests.” The fraudster made a call to the acting director of the Department of Logistics and Technical Support of the Ministry of Emergency Situations of Russia Lisitsyn on behalf of Chupriyan and demanded to transfer 120 thousand rubles to Tsybina’s bank card. A source in the Ministry of Emergency Situations claims that this method of struggle, through primitive trolling, was chosen by those who are eager to occupy Chupriyan’s office. Now law enforcement agencies will deal with this.
