The Cheka-OGPU became aware of a gigantic scandal in the Russian-appointed leadership of the Main Directorate of the Ministry of Internal Affairs for the Kherson region. A large group of employees accused the head of the Main Directorate of the Ministry of Internal Affairs, Vladimir Lipandin, of abducting them, torturing them, imprisoning them in a secret prison in the basement and robbery.

As follows from the statement of the employees, on November 15, a group of police officers of the local UNK Main Directorate of the Ministry of Internal Affairs, including senior officers, and a serviceman of the assault group of military unit 13140 carried out an operation to capture drug dealers. They arrived at a hot spring in the village of Strelkovoe, where, according to operational information, there was a car with a large shipment of drugs.

There, operatives found Mercedes with a certain girl who introduced herself as Ekaterina. There were no drugs in the car, but the car’s license plates were changed, and suspicions arose that it had been stolen. Ekaterina immediately warned that if the operatives do not immediately leave the territory of the hot spring, they will have problems – she is Lipandin’s girlfriend. The police responded by calling an investigative team to seize the stolen car.

After 20 minutes, two cars arrived with people in camouflage and with weapons, they put the operatives and the serviceman on the ground, tied them with tape, put bags over their heads and took them to an “unknown building.”

The “unknown building” turned out to be Lipandin’s personal residence, and the unknown people in camouflage turned out to be soldiers of the GROM special forces unit. The prisoners were met by Lipandin himself and the head of the Internal Security Department of the Main Directorate of the Ministry of Internal Affairs, Igor Sobol. “Lipandin…explained that Ekaterina should not be touched…. At the same time, he began to make harsh threats, including our elimination,” the police statement says. The operatives began to argue, then they were forcibly locked in a charred basement 2 by 2 meters. They were kept there for 25 hours. The police were robbed of all their money and valuables, after which they were released and announced that they had been fired.

Now the police are trying to get a case initiated against Lipandin and Sobol.
