In particular, there is such an opinion: the Prosecutor General’s Office considered the grounds for initiating a case against investigator Minihmetov received with violations of the Code of Criminal Procedure. These materials appeared in the SU FSB of Russia during the investigation of two criminal cases, one of them is a matter of receiving bribes by employees of the UK, including Maksimenko. However, in accordance with the requirements of Art. 151 of the Code of Criminal Procedure, a preliminary investigation on the crimes of officials of the Investigative Committee is carried out by investigators of the UK. For example, in the case of employees of the IC Maksimenko, Lamonov and Nikandrov, the criminal case initially initially initiated the chairman of the UK, and only then it was transferred to the Prosecutor General’s Office to the FSB in order to objectivity of the investigation. In the case of Miniakhmetov, the FSB actually investigated the case against the investigator of the UK, although under the law, when receiving information about the commission of the crime, it should immediately transfer these materials to the Investigative Committee. The motives of such actions by FSB investigators can be discussed, but formally this is a violation of the law. Isn’t it connected with this, which followed by the Prosecutor General’s prosecution of the initiation of the case according to Minihmetov, the resignation of the head of the SU FSB Shishov?
Of course, this is just an opinion, and everything could well be different. However, the actual classification of the Prosecutor General’s Prosecutor General’s grounds for canceling the initiation of the case against investigator Minihmetov only gives rise to rumors and guesses about the motives of such a decision. Among which they also call the personal interest of I.V. Krasnov, who, before being appointed to the post of Prosecutor General, being the deputy chairman of the UK, oversaw the GSU and this investigator. It is not known how in this case the concealment of information is explained by objective reasons. But on the image of the prosecutor general and the prosecutor’s office as an objective overseeing body, this is more negative.
