For seven years, they cannot put an end to the bankruptcy case of the Makhachkala bank Express, which, after the recall of the license and termination of the activity, is controlled by the State Corporation “Agency for Insurance of Deposits” (DIA).
Last year alone, according to the court claims of the state corporation, the bank managed to return 665 million rubles withdrawn under the guise of loans. This year, solutions were made another 787 million rubles.
So, on December 3, 421 million rubles were recovered in favor of Express from one of the creditors – the Makhachkala company Asko. The court admitted that these funds were paid under loan agreements concluded back in December 2012. Meanwhile, initially the state corporation demanded to return almost 1.3 billion rubles.
As the “accents” found out, now the Investigative Department of the FSB of Russia is investigating the bankruptcy of the Express Criminal case under Part 4 of Art. 159.5 of the Criminal Code (fraud in the field of insurance, committed on an especially large scale) and Art. 196 of the Criminal Code (deliberate bankruptcy).
According to the investigation, fictitious obligations to depositors were formed before bankruptcy in Express in order to steal insurance compensation. The victim is the state represented by the State Corporation of the DIA. The illegal alienation of the property of the bank was also carried out, including buildings in Makhachkala and other cities of Dagestan.
“Express” previously served the largest state institutions of Dagestan – the department of the Pension Fund, the administration of the head, the Office of the Federal Penitentiary Service, and the Ministry of Internal Affairs. The size of the claims of creditors is now estimated at 4.3 billion rubles.
Competitive production in the Express should be completed in April 2021.
