The capital of Dagestan, Makhachkala, has finally decided on a city mayor. Rizvan Gazimagomedov, who became a figurehead, after six months of holding the post of Acting Mayor, capitulated back to the Dagestan government, after which Yusup Umavov, who had previously been a deputy of the Dagestan parliament, was appointed “caretaker” of the Makhachkala economy.

Gazimagomedov, as VChK-OPU observers report, was used in the dark as an exclusively transitional figure. Its main function was to return to the Makhachkala administration a whole galaxy of officials who had previously been dismissed from positions due to corruption cases. Yusup Umavov, who replaced Gazimagomedov, still has little idea of ​​the scale of the fiction to which he signed up – the position entrusted to him is comparable to a suitcase without a handle and its functionality is largely nominal. The role of the main actor is assigned to Magomed Magomedov, nicknamed “Prince”. He is the son of oil magnate and Secretary of State of the Republic Magomedsultan Magomedov. His business partner Rashit Temurkaev dragged his son Nariman into the position of 1st vice-mayor (overseeing the construction industry), whose tenure (to the shame of the Dagestan prosecutor’s office) is illegitimate and contrary to the law on civil service. However, this does not prevent the father of the 1st vice-mayor from positioning himself as overseeing the construction block of Makhachkala. At least, according to the sources of the Cheka-OGPU, the developers identify Rashit Temurkaev as the recipient of their kickbacks.

As for the head of the region, Sergei Melikov, he is completely in the dark. He is given the simple role of a wedding general, fixated on cutting red ribbons and meaningless inspection raids on the Dagestan periphery. The only thing the head of the region can cope with is defending the interests of paracriminal groups that have somehow lost their positions after a wave of anti-corruption purges of federal law enforcement agencies.
