Andrei Nizovsky is the closest person to Governor Drozdenko. Previously, he headed the government procurement committee of the Leningrad region, passing all budget money through his hands. It was under Nizovsky that regional municipalities lost the opportunity to independently announce purchases worth more than 30 million rubles – everything began to go through his committee. Operation receiver began after Drozdenko promoted Nizovsky to the post of head of the administration of the most important, key Vsevolozhsk district of the 47th region. This area not only has the most expensive land, but the main business interests of both the region and St. Petersburg converge here, including projects of the largest developers. Alexander Yuryevich affectionately calls Nizovsky “Andryusha” and seems to sincerely consider him completely loyal to himself.
And here he makes a fatal mistake – the young and daring Nizovsky has long been tired of being second in command to the aging governor and is waiting and cannot wait for the moment when he can rule the region himself. As for Marine Tonoyan, she is Nizovsky’s most faithful fighting friend (and even lover), who worked with him many years ago in the Rosreestr of the Leningrad Region, where they learned together to saw the regional land. So, in the new team of Governor Nizovsky, Tonoyan is given the position of vice-governor for internal policy, to which she aspires.
