The business undertook to destroy the Polevshchinskoe forestry reserve, which is located on the shore of the Istra reservoir, which is also used for water supply to Moscow. Any construction there is prohibited, however, for Vector Investments LLC, whose beneficiary is the billionaire developer, the owner chain Azimut Hotels and the Metropol Hotel by Alexander Klyachin, for some reason an exception was made.

As a result, on these hot July days, in the interests of Vector Investments, whose roots go back to the Cyprus company Agroholdings Ltd., green areas are being cut down around the clock in the territory of a nature reserve near Moscow, clearing space for the future highway to future cottage settlements in New Riga. The areas proposed for development are adjacent to the Istra Reservoir, which means significant risks of pollution of the reservoir, which remains one of the sources for Moscow’s water supply.

The developer found a loophole into the reserve thanks to decrees of the government of the Moscow region No. 494/21 of June 28, 2016 and No. 1464/44 of December 28, 2021. The plan provided for the construction of a road only for village needs and carefully along the border of the reserve so that residents of the village of Novorakovo would not I had to go around the sensitive Istra hydroelectric facility, but it was possible to go directly drive up to the village from the A-108 “Moscow Big Ring” highway.

But during the planning process, the authorities of the Moscow region significantly expanded the interpretation of their regulations and decided to lay a route and communications through protected forests, presumably to future cottage villages in the interests of the Vector Investments company of Alexander Klyachin.

It is known that the plans of Vector Investments LLC include massive development of nearly three dozen villages on different banks of the Istra Reservoir. Just for construction in the area of the village of Novorakovo, where the road is being laid, the company bought in advance over one and a half hundred hectares of Istra land (13 times larger than Red Square in Moscow). But, it seems, anticipating a scandal with the deforestation of protected forests, it transferred the plots to several structures clearly affiliated with it.

With this approach, the reserve “Spruce and mixed forests of the Polevshchinskoe forestry” will be expected to be crisscrossed with numerous roads and communications. Of course, the development of one village, Novorakovo, where only 34 residents are registered, will not get by.

In addition, according to the project documentation, permission was given to cut down literally several dozen trees in the reserve, but in fact thousands of cubic meters of forest are being cut down. Brigades of lumberjacks with heavy equipment go deeper into the forest, violating both norms and laws. Local eco-activists and nature lovers are trying their best to resist this onslaught on the forest near Moscow, but the environmental prosecutor’s office, which is still gathering its thoughts and facts, must certainly have its say.

Meanwhile, delays in reaction are already leading to the death of rare tree species and causing damage to flora and fauna. Of course, today we cannot do without new roads, but they must be built in such a way as to preserve natural resources as much as possible.

How a company attributed to billionaire Alexander Klyachin is developing land near the Istra Reservoir

A two-lane road leads to the southern shore of the Istra Reservoir in the Moscow region through forests, which, judging by the available data, belong to a specially protected natural area (SPNA) of the Polevshchinskoye forestry.
