The breakthrough of the Kakhovskaya hydroelectric power station became indicative of the current state of the Ministry of Civil Defense, Emergency Situations and Disaster Relief (MES). It seems that the entire activity of the department consists of shifting problems from a sore head to a healthy one, that is, the arrows are turned towards the regional authorities. Many questions arose to the emergency department regarding the dam breakthrough. It is surprising that a federal operational headquarters was not immediately created, an emergency was declared at the municipal level, not a single federal-level leader was on site, an airmobile group of Crimea was sent to eliminate the consequences of the breakthrough, Rosrezerv was opened with their diesel generators, Lugansk and Donetsk rescuers were sent, and evacuated. only those people who were able to independently reach the evacuation sites. Also, the resources of the Ministry of Emergency Situations GIMS (inspectorate of small vessels) were not involved in the work, and the resources of Tsentrospas were practically not used. Apparently the ministry is waiting for the water to recede on its own in order to count the dead, of which, unfortunately, there may be many. There has already been a similar accident in the history of the Ministry of Emergency Situations. In August 2009, a man-made disaster occurred at the Sayano-Shushenskaya hydroelectric power station. Then a federal operational headquarters was created, a federal-level emergency was declared, the then Minister of Emergency Situations flew to Khakassia, where he headed the work to eliminate the consequences of the accident. A group of Tsentrospas and Leader rescuers, divers, and RusHydro specialists numbering almost 1,000 people were involved in eliminating the consequences; not a single settlement was flooded. Control over the elimination of the consequences of the emergency at the Sayano-Shushenskaya hydroelectric power station was simultaneously carried out by Prime Minister Putin, Deputy Prime Ministers Sechin and Sobyanin.
