“If you look at the financial indicators of all participants in the outdoor advertising market, you will notice a huge difference between the tax burden of federal and local operators, because of which regional and local budgets primarily suffer,” Artem Kiryanov, the author of the initiative, told RG. According to him, the five largest operators pay about 75% of contributions to the budgets, and half of them go to one of the largest operators.
The actions of unscrupulous market players lead to significant losses of local budgets. Placing advertising media without contracts, in a black way, leads to a shortfall of up to 10% of funds only from non-payment of rental payments. It is expected that a single operator will put an end to illegal outdoor advertising and help increase cash flows to the treasury.
There are also many questions for opponents of the bill. Kiryanov said that some members of the National Association of Visual Communications tried to change the president, violating the organization’s charter. As a result, impostors sent amendments to the bill on behalf of the NAVC to all parliamentary factions. And this despite the fact that the Ministry of Justice did not recognize the change of president of the association as legitimate.
