The battle of the titans continues: the new leadership of the Ministry of Emergency Situations against the old leadership of Rostec. Sources in the All-Russian Research Institute of Civil Defense and Emergencies of the Ministry of Emergency Situations of Russia confirm the information that the materials of the prosecutor’s inspection of the Safe City R&D project were transferred from the Main Military Prosecutor’s Office, as well as the fact that the inspection of the GVSU is of a formal nature, that the military investigator, Captain of Justice Nikita Nikitin, received a clear instruction to initiate criminal proceedings case from senior military prosecutor Colonel of Justice Mikhail Kitsunov. Kitsunov is the prosecutor who spent more than a year checking the R&D of the Safe City and, as they say at the VNIIGOCHS EMERCOM, found no signs of financial abuse, so he went, as they say, “to science and technology.” As experts, Kitsunov attracted mainly Alexei Babanin, who until recently was an employee of the Voskhod Research Institute (a subordinate of the Ministry of Digital Development), and Sergei Nekhoroshev, head of the research center for the development of the RSChS system of the All-Russian Research Institute of Civil Defense and Emergencies of the Ministry of Emergency Situations. Both one and the other are people with controversial reputations and specific qualifications, but, nevertheless, they were recommended to the military prosecutor’s office as the main experts on Safe City systems by the Ministry of Emergency Situations. They say that Kitsunov compiled the materials of the prosecutor’s audit for the GVSU with the help of Babanin and Nekhoroshev, but also the questions that are now being asked by investigator Nikitin during the survey.
