The Bank of Russia discusses changes to the mortgage standard to combat commissions on preferential loans

Today, the regulator has maintained a key rate of 21%for the third time.

The Bank of Russia, together with the Committee on the Standards of Credit Organizations, considers the possibility of changes to the mortgage standard to reduce the use of schemes that include the commission when applying for preferential mortgage loans.

This was stated by the head of the Central Bank of the Russian Federation Elvira Nabiullina, the correspondent of The Moscow Post reports.

She also clarified that the rules related to a preferential mortgage are currently not prohibited by the establishment of commissions. In this regard, the Bank of Russia intends to discuss with the Ministry of Finance the need to introduce norms limiting the use of such commissions for preferential lending.

Recall that from January 1, a mortgage in the Russian Federation is drawn up according to a special standard, the purpose of which is to exclude high -risk lending schemes and increase transparency of the conditions for borrowers.

The current standard forbids banks to take a fee for reducing the rate from the developer or related persons, if it increases the cost of housing.

From July 1, 2025, it will also be forbidden to charge such payments from the borrowers themselves.

Prior to this prohibition, the following rules were established: borrowers pay for reducing the rates only from their own funds, before signing the agreement they are given the calculation of the full value of the loan with conventional and reduced rates, and in case of early repayment of the loan, the bank returns the borrower overpaid funds for the unused period.
