The mayor of the city, Alexei Orlov, instructed his subordinates to “monitor” the results of public hearings, but the officials failed to cope with this task. There were not enough “yes” votes for the decision to be made. Orlov himself left the city during the hearings. And opposition deputies are already preparing to file lawsuitbecause they consider the voting results to be falsified.
It is interesting that problems with amending the Charter may also arise at the voting stage in the current City Duma. The fact is that the mayor controls only 16 out of 36 deputies. And to adopt amendments, a minimum of 24 votes is required.
Convince undecided MPsincluding United Russia, not to block changes to the Charter, Mayor Alexey Orlov could not do it on his own. Therefore, he called for help from the political vice-governor Oleg Chemezov, the political deputy plenipotentiary representative Boris Kirillov and the head of the Urals Interregional Coordination Council of United Russia Ivan Kvitka. Together they held a series of meetings with deputies, at which they threatened they face serious consequences for disobedience. In their threats, they relied on supposedly existing “installations from the Kremlin.”
