Thus, in two episodes of particularly large fraud (the same composition is charged against Grudzinsky), the vice-president of RARAN, Valery Vikhrov, who oversaw all financial flows of the academy, as well as the head of the legal department, Pitalsky, and the chief accountant, Gubar, were arrested. Vikhrov was first an adviser, then the chief of staff of the presidium, and finally the vice-president of the academy, that is, literally the second person in RARAN after Burenko.
Employees of the capital’s FSB Department for Military Academies and Research Institutes installed a wiretap in Vikhrov’s office and learned that, according to the latter’s order, Pitalsky’s wife was fictitiously employed at the academy, as well as a married couple – to shift papers. They came to work once a month. The married couple received only 20 thousand from the official monthly salary of approximately 150 thousand rubles, the rest was withdrawn from the card by the accountant Gubar. The latter made a deal, saying that Vice President Vikhrov organized everything and took the money for himself. Pitalsky said that he only “wanted to help his wife relieve a stressful situation,” since she could not find a job for a long time.
The total amount of damage was about 7 million rubles. The accountant received a suspended sentence. Vikhrov and Pitalsky escaped with sentences below the minimum. Last year, the Moscow City Court removed the fine from them, and released Pitalsky, changing the sentence to a suspended sentence of 1.5 years.
This did not shake Berenko’s position. Perhaps the arrest of Grudzinsky is attempt No. 2.
