The Arbitration Court of the Yaroslavl Region refused to approve a settlement agreement on the claim of Energoalliance LLC for 1.3 billion rubles against IDGC of Center and Infrastructure Investments – 3 LLC, which, according to the Cheka-OGPU, could allow the former deputy head of the Ministry of Energy of the Russian Federation Mikhail Kurbatov to receive control over the manufacturer of smart metering devices. The court concluded that the settlement agreement was contrary to the law and violated the rights of others.

Kurbatov heads the board of directors of JSC Vodokanal, which is 75% owned by the government of the Ivanovo region, and on a voluntary basis is the plenipotentiary representative of the government of the Ivanovo region in federal government bodies and other government bodies. He is also a close friend of Governor Stanislav Voskresensky – both worked in the Ministry of Economic Development.

The appearance of Mikhail Kurbatov in Yaroslavl may be connected with the appointment of Mikhail Evraev as acting governor of the Yaroslavl region. According to Bespontovogo Pie, a trusting relationship developed between Evraev and Voskresensky even when they were deputy heads of the Ministry of Telecom and Mass Communications and the Ministry of Economic Development, respectively. Both, in particular, closely supervised the work of Russian Post, and Voskresensky was one of the main candidates for the leadership of the enterprise.
