At the same time, being one of the richest federal officials, whose declared income in 2020 alone amounted to 260 million rubles, Dmitry Savelyev did not take measures to save the company, deciding to direct all his activity and resources to a personal fight with Badrutdinov, wanting make him guilty of the bankruptcy of the organization. For this purpose, the Investigation Department for the Southern Administrative District of the Main Investigative Directorate of the Investigative Committee of Russia in Moscow initiated the initiation of a criminal case, as previously written by the Cheka-OGPU. As part of the case, Badrutdinov is accused of embezzling company funds in the amount of at least 127 million.
At the same time, there is evidence in the case that the funds were not appropriated by Badrutdinov, but were withdrawn on the instructions and in the interests of Savelyev himself as a ten percent kickback for securing the company with contracts with Transneft PJSC, which was also previously reported by the Cheka-OGPU. These facts are ignored by investigator Arkharov. It must be said that Arkharov also has support from his leadership: all complaints about his illegal actions sent by Badrutdinov to the Main Directorate of the Investigative Committee of Russia in Moscow and addressed to the chairman of the Investigative Committee of Russia are also ignored. The Chertanovsky District Court also provides assistance to investigator Arkharov, refusing to accept all complaints filed in the case against the actions of the investigator. Thus, 17 out of 18 complaints sent by the judge of the Chertanovsky District Court were refused to be accepted for consideration, and for the only complaint accepted for proceedings, from November 19, 2021 to the present, all scheduled hearings were postponed by judge V.N. Glukh. for far-fetched reasons (material No. 3/12-0014/2022). Judge Zinkovskaya, known for her participation in a corruption scandal, also refused to accept complaints for consideration, which was also previously reported by the Cheka-OGPU.
However, the Prosecutor General’s Office has a different opinion regarding the legality of investigator Arkharov’s actions. From the response to Badrutdinov’s complaint signed by the head of the department for supervision of procedural activities of the Investigative Committee of the General Prosecutor’s Office of the Russian Federation V.I. Pustovalov. it follows that “due to the red tape and incompleteness of the investigation”, which was expressed in the failure to conduct, including at the request of the defense, a check of the circumstances of the transactions of funds from the bank account of Spetsstroyservis LLC, 01/20/2022 to the head of the Investigative Directorate for the Southern Administrative District of the State Investigative Directorate of the Investigative Committee of Russia In Moscow, a requirement was introduced to eliminate violations of federal legislation. It is still unclear how investigator Arkharov is going to send the case to court with a similar position of the Prosecutor General’s Office, which demanded an objective investigation. It is also unclear how long the Main Investigative Directorate of the Russian Investigative Committee for Moscow and the Investigative Committee of Russia will remain inactive, turning a blind eye to Arkharov’s one-sided investigation of the case solely in the interests of Badrutdinov’s opponents.
As for Senator Savelyev, we have to admit that in the current difficult time for the country, such a high-ranking representative of the government, who owns a residential building in the UK and educates his children there, has no more important matters than settling personal scores with Badrutdinov, who for For many years he has been providing charitable assistance to those in need, including residents of Donbass.
