2018. In the Ryazan region, the Modern Public Administration, implemented by the RANEPA and the Strategic Development Center Foundation, started. The goal is indicated – “The complex implementation of modern management technologies in regional executive bodies”. Almost three years have passed – there are no results.
2019 – In Ryazan, the results of the contest “Reserves of managerial personnel of the Ryazan region” were summed up. The competition was held by the Government of the region with the support of the Russian Academy of National Economy and Public Administration (RANEPA) under the President of the Russian Federation. More than 40 thousand people took part in the selection. Governor Nikolai Lyubimov handed the winners certificates of inclusion in the reserve of managerial personnel of the region. Over the past time, none of the winners of the “competition” were appointed to the leadership positions in the regional government.
2019 – Governor Lyubimov announced the creation of the Center for the Efficiency of the Public Administration together with the RANEPA in the Ryazan region. “Which will engage in changes in the control system system will allow you to fulfill the goals and objectives that are faced with the authorities.” This was announced. Two years have passed – there are no results.
There were several more projects that were not widely covered.
It turns out that they tried to find the result not there. We do not know what kickbacks and where went from considerable amounts spent on these projects, estimated in the field of hundreds of millions of rubles, but the Governor Lyubimov, among other things, had two Russian -RANEPA diplomas. According to the program “Preparation and retraining of the reserve of managerial personnel” and under the Master of Public Administration (MPA).
