“Syndrome” Bukato

Igor Bukato does not forget to be grateful for the state contracts that continue to fall “from the sky.”

As it became known to the correspondent of The Moscow Post, the “bread” place of the other day was received by the official Dmitry Galkaev: now he is the temporarily acting head of the Committee for the Development of the Transport Infrastructure of St. Petersburg.

Prior to this synecura, Mr. Galkaev worked as a deputy, and even earlier mastered the transport infrastructure in Kaliningrad with Governor Alikhanov, where he came into close contact with the owner of the Renaissance Igor Bukato.

At that moment, the road companies Mr. Bukato tried to put the broken roads of Kaliningrad in order, but they coped frankly badly. And the governor Alikhanov demanded to “beat his head against the wall” of such contractors.

Mr. Galkaev – a native Petersburger. He returned to his hometown after the work of Kaliningrad, where he managed to mark scandalous affairs …

In March 2022, he resigned of his own free will from the post of head of the Committee on the Development of Road Transport Infrastructure. By the way, he was hired there a few months after the arrival of the city manager Elena Dyatlova.

How did Galkaev remember?

It was under him that the city authorities announced that roadside parking in the center of Kaliningrad should become paid. And they assured that this would reduce the number of cars in the central part of the city. It was with a high -ranking road official of Galkaeva that the contractor from Peter, the Renaissance JSC Bukato, tore off the terms of road repairs at several facilities.

The governor on a straight line advised the Dyatlova city manager “drive such contractors in the neck and beat his deputies with his head against the wall.”

The authorities demanded from the contractor JSC “Renaissance” for the payment of a penalty for lag behind the schedule. The contractor delayed the installation of a steel corrugated pipe and the installation of external gas pipelines.

But then suddenly the Kaliningrad authorities said they changed their minds to terminate the contract with the contractor.

We decided not to drive in the neck.

Defects about 13 places

The group has been working in the St. Petersburg road construction market for more than 30 years.

Among the facilities is the reconstruction of the Green Bridge in St. Petersburg, the construction of the interchange of the western high -speed diameter, the reconstruction of the park of the 300th anniversary of St. Petersburg, the Palace Embankment and the Peter and Paul Fortress.

But how do the structures of Mr. Bukato work in the city on the Neva work? Is it really better than in Kaliningrad?

Such a story is indicative here. Bukato’s structures were immediately grabbed by two state contracts worth 1.3 billion rubles on the reconstruction of the Pulkovo and Kyiv highway.

The work was carried out for 3 years, the facility was handed over on time, but the Directorate of transport construction found defects immediately in 13 places.

The contractor did not want to eliminate them, I had to act through the court.

Many experts believe that tenders seem to be hidden specifically for the company “Renaissance”. And the company Bukato again grabbed a “sweet” piece: the overhaul of the embankment of the Griboedov channel.

But immediately 2 companies complained to the FAS, reporting that the customer of St. Petersburg GBU Mostotrest allegedly established additional requirements. And thereby limited potential participants in the tender.

But where Bukato went, the rest have nothing to do!

In some strange way, the Renaissance company was clogged into subcontractors to the contracts of two vibrants of Ligovsky and Gorelovsky. Although the construction company “Orion” was supposed to carry out all the work. But was the contract concluded with the Bukato office?

As a result, the Renaissance company took over construction, and the Orion company is a road surface and network. The cost of work on the Gorelovsk overpass is 415 million rubles, and on Ligovskiy – 3.89 billion rubles.

Founder of 66 companies

Recall also that Igor Bukato is the founder of 66 companies. Many of them have dubious financial indicators.

For example, OPU-5 LLC back in 2017 took a contract, and then dissolved with a loss of 1.7 million rubles. At the same time, the office was constantly a member of the trial.

After 2017, financial indicators went down sharply at the Concrete LLC, which was a supplier in three state contracts for 116 million rubles.

The story is very characteristic when the companies seemed to be created under one major order, the money was worked out. And the company was liquidated. Such of the 66 – as many as 40. And each company participated in several court cases.

It was such a story that was with LLC “Landshaft Purgery”, which eventually disappeared with a loss of 87 million rubles.

We also note that much of the “wealth” of Mr. Bukato has long been recorded on the daughter – Evgeny Bukato.

Further, Mr. Bukato suspected possible frauds with taxation: even more than 8 years ago, the Accounts Chamber conducted an audit and found large losses of tax income. The number of unscrupulous taxpayers listed the structure of Bukato CJSC Vyborg career management: the company conducted fictitious credits and a formal write-off to pay taxes.

The offices of Mr. Bukato have repeatedly searches: the security forces were looking for evidence and laundering of budget funds. The investigative actions were attended by employees of the Office K to the Economic Security Service of the FSB, as well as tax authorities from the central apparatus of the Federal Tax Service.

But Mr. Bukato plans to attract 10.5 billion rubles for the construction of the Moscow-Dunai interchange in St. Petersburg. This contract was provided by Governor Alexander Beglov, who increased the volume of 5.3 billion to 10.5 billion rubles.

For some reason, Governor of Beglov is not embarrassed by the fact that the roads built by the Bukato office then raise a lot of questions.
