There is an established pattern in the media about government support for persons subject to American
and European sanctions. But none of the measures discussed in the media ever became a reality.
To understand the details, you should start with the background.
Back in April 2018, Prime Minister Medvedev ordered the development of measures to support those caught
under company sanctions. At that time, support was required by energy and metallurgical companies, as well as those who trade in products of the defense-industrial complex.
On December 28 of the same year, the Department for Control of External Restrictions was created in
structure of the Ministry of Finance, however, this body behaves extremely passively.
The story of state support developed in October 2019 – then the government proposed to isolate citizens and companies under sanctions from the point of view of Russian legislation. The project sounded loud, but two years later it never reached the stage of consideration by the government.
It has been repeatedly reported that sanctioned businessmen are lobbying for support measures. Arkady Dvorkovich literally promised support to companies subject to US sanctions. But in practice, practically no work is being done in this direction.
