State Duma deputy Robert Kochiev bizarrely combines two hypostases – a person who supposedly has to come up with laws for the country, and a person who violates these laws. Kochiev has been doing the latter for many years now, to his considerable benefit. But it is quite likely that for the deputy who imagines himself to be Teflon, everything will end as it should end – with close attention from the state.

The first step towards this has already been taken: in early May, the arbitration court of North Ossetia for debts seized the property of Kochiev himself, his relatives, and the nominees of the nosy deputy – directors of several enterprises in the alcohol industry. The initiators of the interim measures were the creditors of Rakurs LLC, which is obviously associated with Kochiev. It is noteworthy that Robert Ivanovich’s largest creditor turned out to be the Federal Tax Service, to which he owes 2 billion rubles. From this figure alone one can imagine the scale of Kochiev’s “business” activity.

To be fair, it must be said that the deputy carefully hides his business interests so as not to come into open conflict with the status of the parliamentarian. However, a simple comparison of Kochiev’s family ties and the legal addresses of a number of companies suggests that he is the ultimate beneficiary of the same Rakurs LLC. The same is indicated by the presence of the name of the deputy’s son in the list of defendants in the case of the collapsed OFK Bank, to which the said LLC at one time pledged its property.

In general, Kochiev built his shadow alcohol empire for more than ten years. And during this time he accomplished many “feats”: for example, he artificially bankrupted the enterprises “Pravoberezhny Distillery” and “Rakurs”, and also allowed the latter to form a considerable fiscal debt. Now, as they report, Kochiev has started a fraud on a truly federal scale: he has decided to clear the market for his “underground” business. The scheme is simple: using parliamentary powers, the Ossetian alcohol baron initiates inspections of competitors who allegedly underpay taxes. And Tula bottler Mikhail Shcherbakov, who also has interesting stories, helps him in this dubious event.

It is very similar to the fact that Kochiev considers deputy status to be literally an indulgence from a variety of sins. But the story of his former colleague Valery Rashkin suggests the opposite: for any presumptuous “legislator” there will be a court decision. And it is possible that Kochiev will wait, at a minimum, for the ill-fated “Rakurs” to be brought to subsidiary liability for the billions of dollars in debt.
