From the beginning of 2023, the head of the research center for the development of RSChS, Sergei Nekhoroshev, was appointed as the chief scientific consultant on biogas in the Ministry of Emergency Situations. This person is known in the market of warning systems, system-112, SMIS (engineering systems monitoring systems) and SMIS (engineering structures monitoring systems) for his high speed in coordinating technical specifications received by the Ministry of Emergency Situations and the All-Russian Research Institute of Civil Defense and Emergency Situations from the regions.
From 2019 to 2023, technical specifications and projects for warning systems RASTSO and MASTSO (regional and local automated centralized warning systems) worth 12.5 billion rubles were passed through the Research Center for the Development of RSChS.
There are several nuances in the success story of Sergei Nekhoroshev. So, for example, by a strange coincidence, a strong campaigner ended up married to businesswoman Elena Nekhorosheva, who achieved success in the field of selling warning systems. Previously, Nekhorosheva, together with Svetlana Kameneva, the founder of NPO Sensor, owned the company RSI LLC. All of these legal entities were or are involved in this type of business.
There is one more detail here – RSI LLC was a service provider for various federal structures, including regional departments of civil defense and emergency situations. From 2011 to 2016, government contracts worth 141.1 million rubles were concluded. An extra penny in the house won’t hurt.
