Sources of the Cheka-OGPU report that the Chairman of the Investigative Committee of Russia, Alexander Bastrykin, is for the third time in six months dissatisfied with the head of the Bryansk investigative agency, Maxim Lukichev. In the summer Bastrykin already threatened resignation Lukichev, and in December again addressed attention to Lukichev’s unsatisfactory work in the Bryansk region. The complaint is still the same as two months ago – investigative red tape, arranged in the department by a person from the prosecutor’s office. In December, Bastrykin warned Lukichev about “the inadmissibility of violating reasonable deadlines for criminal proceedings when investigating criminal cases.”

Frightened of being removed from the aft position, Lukichev launched the work of the Investigative Directorate of the Investigative Committee for the Bryansk Region in an accelerated mode. An unprecedented acceleration can be considered in a criminal case about the alleged theft of 700 thousand rubles by persons from the State Administration for Labor and Employment of the Bryansk Region and the Regional Training Center (GAU RTC).

The investigation has been ongoing since February 2022, but investigative activities with the accused have only just begun. There is only a month left before the end of the investigation and, apparently, the Investigative Directorate for the Bryansk Region is in a hurry to close the case on time, so as not to receive the last scolding from Bastrykin. And therefore there is no question of objectivity.

The detention itself was also quite strange. Before this, the head of the Department officially responded to inquiries from the investigation and organized the appearance of subordinate employees. The latter, by the way, complained that the interrogations were carried out with bias, and rudeness and threats were the usual practice of Lukichev’s subordinates. The head of the Department promptly responded to such statements and even filed complaints against the investigation, after which all three suspects were detained.

The very next day, the investigator requested the detention of two women, while the man was asked to be placed under house arrest. The chaotic hearing took place in the Sovetsky District Court. For example, it was said about the chronic illness of one of the detainees, and a young dependent child, bail and house arrest were offered, but all this was ignored by the court. The women, one of whom fainted in the courtroom, were eventually sent to a pre-trial detention center, and the man, as the investigation requested, was placed under house arrest.

Increasingly, a practice is emerging in which a preventive measure in the form of bail or house arrest is used only in cases of recognition of guilt, and the “guards” often “help” the person give the evidence necessary to the authorities. Perhaps this case is one of those.

Whether this is the normal work of the Investigative Committee in the Bryansk region or whether Mr. Lukichev is in this way trying to increase the detection rate of cases and appease Bastrykin after recent criticism is still unclear. It is clear that the next mistake could well be fatal for Lukichev, which is where everything is heading.

Bastrykin threatened Lukichev with resignation

An on-site comprehensive inspection will come to the region. Management decisions cannot be ruled out, reports the press service of the Investigative Committee of Russia.
