The former vice-governor of St. Petersburg, and now the head of AvtoVAZ OJSC, Maxim Sokolov, did not leave without a trace. He left as a legacy not only a number of henchmen in city departments and agencies (and an assistant took over his post altogether), but also, by a lucky or not-so-lucky chance, gigabytes of personal and official correspondence. There is no doubt that Maxim Yuryevich will enjoy hunting in the Samara Luka and fishing in the Usinsky Bay and he will try to bury a number of created projects into oblivion, but we will periodically remind him of his native shores of Vuoksa as gratitude for his service to the hero city of Leningrad.
Interesting things at the moment:
1) Sokolov knew about the risks of failure of the transport reform for a long time, as expected from the assumption of the reasonableness of our subject, but despite this, he continued to hang flour products on the townspeople and the governor and continue the reform. Problems with the supply of buses, infrastructure for LNG filling stations, as well as a shortage of drivers have been known for a long time; some of these issues were even discussed at government meetings. Here is the protocol of March 5, where Sokolov’s subordinates discussed the obvious risks of disrupting the reform, but despite this, they got what they got. St. Petersburg residents take two hours to get to work instead of 40 minutes, but Maxim Yuryevich safely escaped two thousand kilometers and now gets to work without traffic jams.
2) In all likelihood, Maxim Yuryevich felt a personal dislike for Beglov’s special representative Sergei Yurevich Smirnov – “Katok”. However, many in Smolny were not happy to see him. “Katok” violated the reigning idyll in the KPPIT, then supervised by Sokolov, and was interested in what should not be interested. As can be seen from the draft response from Sokolov’s office to Beglov’s office, the representative was sent almost openly “along Smolnenskoye.” The “scribe” coordinates this particular part with the boss in the evening, which suggests Sokolov’s personal order the day before to strengthen the wording. 3) Beglov has a personal interest in the implementation of the project of his native hospital No. 40 of the Kurortny district, requesting from Sokolov the work carried out to rein in the Italians who tried to jump off the project after they encountered harsh bureaucracy in the form of the FAU GGE, breaking the original plans. Maxim Yuryevich, fulfilling his duty to his homeland, is trying to resolve this issue, the only question is for how much. About the withdrawal of money from PPP schemes and Beglov’s love for the resort area, and especially the 40th hospital, all participants already know what is there and how.
