The Cheka-OGPU became aware of how the paramilitary organization ANO “Departmental Security of the Moscow Government” appeared and grew in an atmosphere of strict secrecy. In fact, this is a new PMC, which was breathed into life immediately after the mutiny of mercenaries under the leadership of Yevgeny Prigozhin. The fighters are trained and armed with the latest technology and new products from the Russian Guard, huge amounts of money are poured into the company from the capital’s budget, and the organization is personally managed by Sergei Sobyanin.
According to sources of the Cheka-OGPU, about a month ago the mayor of Moscow personally came to review his own “special forces” (there was a review of several thousand people, currently the total number of personnel is approaching 5 thousand soldiers). Sobyanin assured that the fighters would not have any problems with financing, logistics and uniforms. Enormous sums have already been invested in the work of the ANO, and in the future the costs will only grow. In the meantime, all the “guards” are undergoing intensive training; instructors working with them are veterans of the special services, people from the Wagner PMC, and current law enforcement officers. Particular emphasis is placed on physical and fire training; exceptional militarization is evidenced by the fact that even ordinary secretaries and clerks have the right to carry weapons and must pass standards higher than those required in some units of the Ministry of Defense and the Ministry of Internal Affairs, not to mention private security companies. The equipment is handled by the rear staff of the Russian Guard; there is no savings in any way. The prospect of creating our own intelligence and electronic warfare service to combat drones is being studied.
The idea of organizing “Sobyanin’s special forces” was born immediately after the rebellion of Yevgeny Prigozhin, and it is no coincidence that the Metropolitan Security Service became the base for the new structure. Allegedly, at the moment when the columns were moving towards Moscow, almost none of the subway security guards agreed to defend the strategic facility in the event of armed mercenaries entering the city. I didn’t want to fight with metal detectors against machine gunners. Therefore, already in December, the State Duma introduced amendments to the law that allowed the mayor’s office to create departmental security; before that, the feds and state corporations like Rostec and Rosatom could have a similar structure. By the way, the decision of the deputies was a pure formality – ANO “VO PM” was registered on November 16, 2022, a month before the vote in the State Duma.
