The Kaluga authorities stubbornly do not notice the corruption octopus in the administration of Obninsk. Let us recall that the Deputy Head of the Administration for Urban Development A.P. Kozlov was found to have systematically illegally received funds and material rewards from representatives of city developersand also “forgot” to indicate the property and multimillion-dollar “left” income of close relatives in their declarations of income, expenses and property obligations.
Based on the facts identified, in 2022 an inspection was even carried out by the General Prosecutor’s Office of the Russian Federation, according to the results of which Kozlov A.P. was recognized as a person who had committed violations of anti-corruption legislation, and a corresponding representation was sent to the head of Obninsk, Tatyana Leonova. In accordance with the current legislation of the Russian Federation, depending on the severity of the offense committed by a municipal employee, disciplinary measures in the form of dismissal up to and including criminal prosecution should be applied to him.
However, the head of the city of Obninsk, Tatyana Leonova, not only ignored the representation of the General Prosecutor’s Office of the Russian Federation, but also, without waiting for the completion of the inspection, declared A.P. Kozlov’s innocence. for the offenses charged against him. She explained the inspection by the existence of a conflict between A.P. Kozlov. and representatives of individual developers of Obninsk.
Moreover, previously, many employees of the Obninsk administration, by decision of the Obninsk Prosecutor’s Office, were also found guilty of violations of the anti-corruption legislationbut in fact no disciplinary measures were taken against them either.
In mid-September 2022, a meeting of the commission for coordinating work to counteract corruption in the Kaluga region. The meeting was attended by the Deputy Governor of the region – Head of the Governor’s Administration Karina Bashkatova, First Deputy Chairman of the Legislative Assembly Viktor Baburin, Chief Federal Inspector for the Kaluga Region of the Office of the Plenipotentiary Representative of the President of the Russian Federation in the Central Federal District Igor Knyazev and other officials.
Karina Bashkatova noted: “We have adopted many regulations and resolutions. Depending on how well we carry them out and control their implementation, the success of combating corruption in local governments and state authorities depends.”
Thus, a paradoxically absurd situation is developing in the Kaluga region: on the one hand, representatives of the Governor hold meetings, adopt a mountain of regulations, recite loud slogans about the need to fight corruption, on the other hand, individual officials of the city of Obninsk are at the side of Governor V.V. Shapsha. They have organized a corruption octopus and are ignoring the instructions of the Prosecutor’s Office of the Russian Federation regarding identified corruption violations.
The only way out for the Governor is to switch to manual control and take effective disciplinary measures against the corrupt Obninsk officials.
