Sergey Chemezov went to the Astrakhan port

Owners of a control package of shares from the Islamic Republic of Iran will have to establish cooperation with Rostec.

As it became known to the correspondent of The Moscow Post in the Astrakhan region, the shares of PJSC Astrakhan Port, which were in state property, were transferred to the Rostec Civil Code of the Rostec: Decree No. 1043 Vladimir Putin signed on December 9, 2024.

Thus, the Rostec Civil Code receives 6288 ordinary shares of PJSC Astrakhan Port. The Russian Federation owns 25.5% of the share of the authorized capital. But the control package of shares (53.1%) is located at CJSC Nasim Bakhr Kish (Islamic Republic of Iran).

Several questions immediately arise: why Sergey Chemezov, the head of the Rostec Civil Code, this seaport in Astrakhan? And why is the control package of shares at Iran, with whom – we note, running ahead – were the trials in the past?

At first there was MMPK “BRONOK”

Recall that PJSC “Astrakhan Port” is one of the largest enterprises of the port complex of the region. The main nomenclature of goods: grain, metal and lumber. The throughput is more than 1.5 million tons per year. The port has 5 berths, is able to take at the same time 5 dry-loaded vessels of the “river” type “.

The authorized capital is 24,658 rubles: it consists of 18,493 ordinary shares and 6165 privileged.

Here’s what the Rostec Group of Companies fell into the end, but so far only in part …

But in February 2022, Rostec Group of Companies grabbed the Multifunctional Relvage Complex (MMPK) Bronka in the seaport of the Bolshaya Port of St. Petersburg.

This followed from the order of the Government of the Russian Federation No. 253-r of 02.15.2022.
“To transfer to the ownership of the Rostec Group of Companies as a property contribution of the Russian Federation a share in the amount of 100 % of the authorized capital of Fenix ​​LLC,” the document was indicated.
The Federal Property Management Agency was prescribed within 12 months to ensure the implementation of the relevant measures to change the owner.

They were picked up for a long time

But, as it turned out, Rostec Group of Companies for a long time was selected for PJSC Astrakhan Port.

Last February, a draft decree on the transfer of shares of PJSC Astrakhan Port GC Rostec was published on the federal portal of draft regulations.

And, as noted in the explanatory note, the initiative came from Rostec Group of Companies, and to enter the capital of the Astrakhan Port of the Rostec Astrakhan Port, was ready to implement the export project to friendly countries (Iran and India) of agricultural and other Russian production products.

The proposal was supported by the Federal Property Management Agency and the Ministry of Industry and Trade, and one of the main motives in the document was that the owner of the control package is the subsidiary of the Iranian state -owned company Islamic Republic of Iran Shipping Lines – CJSC Nasim Bakhr Kish.

And the attraction of the Russian state corporation to participate in the project was recognized as appropriate.

The Astrakhan port is key in the framework of the North – South corridor.

MTK North-South-multi-modal route, the end points of which are St. Petersburg and Mumbai (India). In the Caspian region, the corridor is divided into three directions: two railway and transcaspician, which connects the Caspian ports of Russia and Iran.

And the Astrakhan port is considered the most effective for the development of Transcaspian transport.

The Director General of Russian Railways Oleg Belozerov estimated the potential of the corridor of more than 100 million tons of cargo per year.

CJSC Nasim Bakhr Kish invested more than 726 million rubles in the Astrakhan port.

Did you enrich illegally?

But if you look into the nearby past, say, in 2023, you can find out that a year ago the Iranian company presented PJSC Astrakhan Port a claim for illegal enrichment for 105 million rubles

The Arbitration Court of the Astrakhan Region adopted the claim of Nur Edzen LLC (100% of the share belong to the Iranian citizen) to PJSC Astrakhan Port on the recovery of unjust enrichment. This was reported “Portnus”.

But even earlier, in October 2023, the Federal Tax Service applied to the Astrakhan arbitration with a statement on the declaration of Nur Eugenen by bankrupt.

Over the years, the port had many foreign investors.

But back in 2015, transactions made by Iranian companies against Astrakhan Port OJSC were invalidated. And the FAS for three years sought to recognize transactions illegal, as a result of which Iranian companies established control of the Astrakhan Port OJSC.

We are talking about Iranian companies Khazar Sea Shipping Lines, South Shipping Agency and Azores SHIPPING COMPANY LLFZE from Arab Emirates. I wrote about this “Logirus.ru”.

Then the FAS appealed to the Arbitration Court of the Astrakhan Region with a claim for recognition of transactions invalid. The court of first instance considered the case for 2 years!

As a result of operational measures, the FSB of the Russian Federation revealed that Khazar Sea Shipping Lines, South Way Shipping Agency and Azores Shippany Llfze are under the supervision of the ISLAMIC Republic SHIPPING. Lines (Irisl).

But soon a point was set in the case.

The Twelfth Arbitration Court of Appeal confirmed the legality of the decision of the Arbitration Court of the Astrakhan region on the FAS statement of claim on invalidation of transactions committed by foreign investors.

But some Iranian businessmen left, others came. And while the controlling stake is located in CJSC Nasim Bakhr Kish.

But the Rostec Civil Code always strives for the final result and is unlikely to be content with small.
