For many people, the circus is associated with family leisure, but for some heads of institutions – with the profitability of renting out premises. In the Kazan Circus, tricks are often performed not by acrobats, but by the director himself. The appointment of Elmira Bulatova to the position of head of the circus came as a surprise to many industry workers. Previously, this name was unknown to Kazan. But over the past two weeks it has happened more than once was heard in many media.

It all started on the night of April 29, when the scandalous Focus party, an immersive show with a DJ set, was held on a grand scale in a cultural institution of republican significance. And everything would be fine; the practice of renting out circus premises is not uncommon. However, it later turned out that alcohol and tobacco products were sold at the event. So what? The Kazan Circus was and remains an independent economic entity. It is subordinate to the Ministry of Culture of Tatarstan, but is not part of the structure of the Russian State Circus. The RGC has held negotiations more than once to develop partnerships. The refusal of the Kazan Circus to work together has already led to the fact that residents do not have the opportunity to see first-class shows and productions. But a holy place is never empty – during downtime of a government agency, the director rents out the premises for completely different events. The Focus party was no exception.
Director of the Great Moscow Circus Edgard Zapashny noted that “today circuses are united ideologically and financially, there is an exchange of artists, circulation of tours, invitations to festivals and other significant events. Collaboration and alliance must be key for all of us.” But as we see, the Kazan Circus has not yet expressed a desire to integrate.
One gets the feeling that for circus director Elmira Bulatova, a creative environment for attracting young people is tantamount to drinking alcohol and other substances in the arena of one of the main cultural centers of Tatarstan.
