Previously, he was seconded to Aeroflot, was on the board of directors of the state-owned company and had no desire to leave. Moreover, they wanted to appoint Gavrilov in December 2019, but he asked to postpone the appointment until March 2020 so that he could receive annual bonuses and dividends at Aeroflot.
At the same time, Dmitry Vorontsov, who was in charge of aviation, was appointed first deputy head of the T Department of the FSB of the Russian Federation. In fact, he became the eminence grise of the Directorate, which led to his conflict with Gavrilov. According to a source from the Cheka-OGPU, for eight months, due to disagreements, Gavrilov did not communicate with Vorontsov at all. Recently, higher management intervened, and as a result they began to communicate, but only at the boss/subordinate level.
However, Gavrilov’s current position is undeniably burdensome. He even convinced him to retain his “seconded” place at Aeroflot for his return and planned to leave for the airline this year. Then Vorontsov would take his place. But events in Ukraine confused all plans.
