The market for funeral services in this area is structured in such a way that citizens are left without the right to free options, and the monopoly belongs to the State Budgetary Institution “Center for Memorial Services”. Immediately after the death of a person, relatives call 112 and the Unified Dispatch Service. From there, the information goes immediately to the State Budgetary Institution. And within a few minutes the funeral agents begin to attack the relatives. If, by law, relatives have the right to take advantage of free state transportation of the body to the morgue, then in Chekhov they are deprived of this right: agents of the State Budgetary Institution are actively offering their paid services. By the way, the budget funds allocated for this option are used only on paper, but in reality this is the main income column for corrupt officials. Also included in the funeral arrangements is the local medical examiner’s office. Here, by hook or by crook, relatives are extorted money to prepare the bodies of the dead for burial. They are blackmailed with the fact that if they refuse this type of service, they will receive a deceased person with an unpleasant odor, open eyes and smudges of biological fluid. A source familiar with the situation in the area said that the Chekhov prosecutor’s office is covering up the funeral business. In particular, the curator of this corruption area is prosecutor Denis Kotkin. The young man began his career in the supervisory department in the Komi Republic, and was transferred to Chekhov precisely in order to engage in a new and responsible business. Recently, employees of the local morgue blackmailed the relatives of Afghan war fighter Sergei Rebrov. Due to the refusal to prepare the body, they threatened to release it at a later date, rather than on the appointed day of the funeral.
