The proposal of the oil company, according to analysts, could reduce the transport tariff by 17% of the current level, but it can hardly be implemented.

Dispatch for Mishustin
Igor Sechin again raised the question of the principles of forming a tariff for transporting gas, which independent manufacturers pay Gazprom.
To do this, last July, the head of the Rosneft NC turned to the chairman of the Russian government, Mikhail Mishustin, with a proposal to entrust the FAS to work out the issue of reducing the tariff for transporting gas to an economically reasonable level, as well as ensure the transparency of the functioning of the gas transmission segment of the monopoly business.

20 years of confrontation

Igor Sechin held the post of deputy head of the administration of Vladimir Putin, but in 2004, Sechin headed the board of directors of the Rosneft NK.
The deal with Gazprom eventually fell apart: in December 2004, the Rosneft NK bought Yuganskneftegaz.
And he defended independence from Mr. Miller.
Sakhalin: The pipe is denied
But then only troubles began.
In June 2015, Rosneft lost an appeal for access to Gazprom’s transport capacities on Sakhalin Island.

Together with Exxon, she was going to build a Far Eastern LNG plant with a capacity of 5 million tons in the south of Sakhalin Island, at which Sakhalin-1 was supposed to cure gas deposits.
In July 2014, Rosneft filed a lawsuit against Sakhalin Energy demanding to provide the company with access to the pipeline for transporting up to 8 billion cubic meters. m of gas per year.
After the court’s decision is not in her favor, the Rosneft NK announced that she would study the possibilities of building a plant on another site.
This is how a big war began with Mr. Miller.
One of the controversial moments is whose company is the main taxpayer in the country.
For them, this is a fundamental question: they argued about this back in 2013.
Michelson again on the side of Sechin
It must be recalled that at one time a very tense relationship with Sechin also had the head of the Novatek company Leonid Michelson. And the support of Mr. Michelson was constantly looking for Mr. Miller.
But soon the direction of the wind changed: and Michelson began to oppose Miller, looking for support from Sechin.

Why did this happen? LNG prices in Asia grew like yeast. Against the backdrop of rising prices for LNG, the company Novatek and the Sovcomflot delivered cargo from the Yamal LNG plant along the Northern Sea Route without an icebreaker!
The Arctic tanker “Christophe de Margeri” completed the transition without an escort of the icebreaker. Next came another LNG tanker – “Nikolai Evgenov.” He, too, has gone all the way. Both gas carriers delivered140 thousand tons of LNG.
And the battle between Rosneft and Novatek for a place under the Sun came to an end.

But the head of Gazprom did not remain silent. He went to Taran on Novatek, saying that the Yamal LNG project was a source of loss for the budget.
What exactly did Miller mean? LNG according to the Yamal LNG project is transported on gas carriers that Michelson was forced to order at the Zvezda shipyard. This is more expensive than transporting the resource throughout the pipeline, what Gazprom is engaged in.
It is for this method of transportation that Mr. Miller himself stands: for this there are tax benefits.
And Miller again sharply criticized Novatek and announced that due to Michelson’s initiatives, losses for the budget could be amounted to 150 billion rubles. So the warm relations of Michelson and Miller remained in the past.
And now both Michelson and Sechin “play” against Miller.
How can this end? The question is rhetorical, but the main thing is not to please the “trap”, which was already visited by Mikhelson himself and ex -minister Ulyukaev.
