“Friendship” with Capital Group

Scandals follow the heels

But recently, the name of Mr. Rubiner has been associated with a series of loud scandals, although the train of these scandals lasts since 2012, when the Ministry of Defense of the Russian Federation put up a plot of 20.67 hectares for auction. The auction was won by the Gradostroy company Viktor Kiselev.

But the land was sold with a number of encumbrances.

Viktor Kiselev acquired the land in the interests of Igor Rubiner: he began to buy lands in the Moscow Region in the early 2000s, after which he resold large Latifundists.

And the structures of Rubiner participated in transactions for the sale of plots for the Crocus Expo exhibition center in Myakinino (developer Crocus Group) and under the Rublevo-Arkhangelskoye.

In October 2011, the Archangelsk museum of the Moscow Region, at the request of the Arkhangelskoye Museum, banned the company “Gradostroy” to dispose of the territory, and the registering bodies – to issue documents. This interim measure was imposed due to the fact that the Arkhangelskoye Museum-Estate demanded invalid the auction for the sale of land.

Before the auction, the museum tried to impose a court ban on the sale of land, but he was refused. And the auction took place. I wrote about this “Company”.

But the basis for litigation was the Decree of the Government of the Russian Federation of 1996 (No. 388). According to this document, the Earth of the Museum of the Estate should be used jointly by the Ministry of Defense, which is in charge of the sanatorium on the territory of the museum.

And during the meeting of the Moscow Arbitration Court, it turned out that the Minister of Defense (at that time) Anatoly Serdyukov did not have the authority to publish an order to conduct an auction, because part of the land (0.78 hectares) belongs to the estate, the dews should be disposed of with this site.

In addition, Decree No. 388 undertakes the Ministry of Defense of the Russian Federation to transfer the territory of the ensemble and its security zones for unlimited use of the Archangelskoye Museum-Estate.

The Rubiner, which planned the construction of hypermarkets near the Arkhangelskoye Museum-Estate, became known in the 90s.

In the Arkhangelsk structures, Rubiner worked earlier, engaged in the restructuring of the so -called “Kosyginsky dachas” and the division of lands of the Ilyich Testament collective farm.

Also, Rubiner structures participated in transactions for the sale of plots for the Crocus Expo exhibition center in Myakinino and the “city” “Rublevo-Arkhangelskoye”.

Climbed into a silver boron

In some incomprehensible way, Mr. Rubiner also climbed into the silver Bor, in which the cottages of high-ranking officials and foreign diplomats have been from the time of the USSR.

True, after Moscow adopted its law “On Land Use” in 2007, the process went. And already by 2013, all summer cottages in the Silver Bor became private. And now there are more than a hundred owners – from Mosdachtrest to the singer Oleg Gazmanov.

Mosdachtrest was also privatized.

Scandal with the family of the pilot Chkalov

In the Silver Bor, Mr. Rubiner became a participant in another scandal – a scandal with the great -grandson of the legendary pilot Valery Chkalov – Igor Chkalov. A relative of the famous pilot handed over to us to the editorial office of Kipu documents.

But the plot with a house in the Silver Bor was allocated to the family of Valery Chkalov for unlimited use back in 1938 after the death of the pilot. Chkalov died on December 15, 1938 in the Botkin Hospital, where he was delivered after the fighter’s crash.
