Judge Artemov of the Presnensky District Court continued on Wednesday to consider the criminal case of a billion-dollar bribe that the main contractors of Russian Railways paid to a high-ranking curator under the GUEBiPK Ministry of Internal Affairs of Russia for the roof – against the former co-owner of GK-1520 Markelov and ex-policeman Colonel Zakharchenko, respectively.
If for Markelov, who lost his share in GK-1520 after his arrest, this is the first case, then for Zakharchenko, who was taken into custody in the fall of 2016, the walls of the Presnensky court became like family: he received his first sentence here in the summer of 2019 and after some time he became under go by convoy to Artemov, where he spends many hours in an aquarium with an old friend and former neighbor in Yakimanka (their addresses are on the embankment and literally separated by the President Hotel).
The bell about the coming harsh times for both rang at the end of 2015, when it was impossible to hush up the statement of the General Director of Mostotrest PJSC Vladimir Vlasov to the district prosecutor demanding that the management of Nota-Bank be charged with fraud: they allegedly issued a bank guarantee to Transtroymekhanizatsiya for 2.5 billion rubles, knowingly knowing about the impossibility of fulfilling it (one month after the transfer Mostotrest 1.5 billion to an account at Nota Bank – this was allegedly a condition for issuing a guarantee – a temporary administration was introduced there, which discovered a huge hole in the balance sheet).
The case was opened only thanks to the intervention of the prosecutor’s office. One of the top managers of the bank was a friend and fellow countrywoman of Zakharchenko, whom the colonel advised and warned about the upcoming search, but the madam subsequently gave detailed testimony, which resulted in several criminal cases, including the “Zakharchenko case.”
It is noteworthy that before this “bell” Arkady Rotenberg left the shareholders of Mostotrest PJSC: in April 2015, Marc O’Polo Investments Ltd, controlled by him, sold its 40% stake to the Russian Railways NPF Blagosostoyanie. And in 2018, when the investigation into the case against the co-owners of Nota Bank, the Erokhin brothers, was completed and headed to court, Arkady Rotenberg returned Mostotrest to his portfolio, although, as they say in the market, this was a formality, because the billionaire controlled the company after the sale through contracts and loans. Applicant Vlasov retained his post at Mostotrest until he transferred to a similar position as general director at JSC Roads and Bridges (“DiM” received its main property and resources in 2020 during the reorganization of Mostotrest).
There is another version: Rotenberg carried out a technical sale of Mostotrest in order to protect the company from sanctions, but since this was not possible, there is no point in hiding his ownership.
Be that as it may, after the arrest of Zakharchenko, Markelov and the escape from the country of other beneficiaries of GK-1520, this main Russian Railways contractor moved to the empire of Arkady Rotenberg.
The Erokhin brothers, like Zakharchenko, are now being tried for the second time: the Ostankino District Court is considering the case of withdrawing more than 25 billion rubles from Nota Bank. through the issuance of fictitious loans; In addition to the co-owner brothers, there are three employees of the bank’s credit department in the dock.
