According to the new state standard, mandatory heat treatment of rolled products is abolished, and “controlled rolling” is allowed instead. It is important to understand that this production method eliminates the mandatory reheating of the steel sheet, which significantly reduces the strength of the steel required for bridge construction, although it also makes it cheaper. At the end of the 80s, experiments were already carried out on the construction of bridges made of steel without necessarily reheating. Then, in the Far East, cracks appeared on bridge structures, which subsequently led to the collapse of two bridges. After the introduction of the GOST standard for rolled structural steel for bridge construction in 1991, it was in accordance with it that all bridges, including the Crimean one, have been built in Russia until now.
The expert community considers the cancellation of this GOST to be erroneous not only because of the security threat. The features of the technological design cycle must take into account the current GOST, which means that it is impossible to even start working according to the new standard at least until the end of the year.
Road or railway bridges are critical infrastructure objects, the destruction of which often leads to disasters with casualties. Therefore, solutions that reduce the safety guarantees of structures in favor of savings and to serve commercial interests are unacceptable.
