“Due to the fact that the Twitter Internet service, from 2017 to the present, does not delete content, inclined to minors to perform suicides containing children’s pornography, as well as information on the use of narcotic drugs, more than 28 thousand initial and repeated requirements for the removal of unlawful links and publications were sent.
As of March 10, 2021, 3168 materials with prohibited information remained unnecessary (including 2569 with calls for suicide by minors, 450 with child pornography, 149 with information on the use of drugs). The last striking example was the demonstrative ignoring of the regulator’s requirements (unlike other social networks Twitter) about the removal of calls to minors on the commission of mass suicide on March 3, 2021 (we recall that on this day, according to law enforcement agencies, several attempts to commit suicide by minors were prevented).
In accordance with the Law “On Information, Information Technologies and On Information Protection” (149-FZ), the dissemination of information by the Twitter Internet service is included in the list of threats.
In order to protect Russian citizens and force the Internet service to execute legislation on the territory of the Russian Federation in relation to Twitter from March 10, 2021, centralized response measures were taken, namely the initial slowdown in the speed of the service (according to the regulations). Slow down will be implemented by 100% of mobile devices and 50% of stationary devices.
If the Twitter, the requirements of the law, continue to ignore the Twitter Internet service, measures will be continued in accordance with the response of response (up to blocking) until the calls for suicide by minors, child pornography, as well as information on the use of drugs will not be deleted. “
