The theft scheme at RSC Energia was simple – the contract inflated prices for low-quality Chinese products, and the difference was distributed among the accounts of interested parties.
A forensic examination in the framework of a criminal case on the fact of inflating the cost of products established “causing property damage in the amount of 839,717 thousand rubles,” and according to the investigation, the defendants in the case inflated prices three times, which caused damage to the budget in the amount of 1 billion 72 million rubles.
However, then amazing metamorphoses begin. Alexander Borisov was transferred to house arrest in February 2021 and they are beginning to gently remove him from the criminal case (witness status) after Deputy Prime Minister Borisov was seen more than once in the reception room of Prosecutor General Krasnov: the criminal case, despite all the procedural deadlines, is not sent by the Prosecutor General’s Office to court, ignoring the position of the FSB and the Investigative Committee. This uncharacteristic persistence of the “eye of the sovereign,” according to precedent, can only be explained by the intervention of interested parties from the defense industry and Rostec with very big names.
Moreover, according to information from Roscosmos, documents are ready to hire the aforementioned Alexander Borisov, who should head the electronics development block.
At the same time, at the request of the state corporation, Arustamov, the former deputy general director of Roscosmos TsENKI (operation of cosmodromes), who was sentenced in June 2022 to 9.5 years in prison for bribery, was released. Following precedent, his return is also expected in the space department.
But the former leaders of JSC RK Aktiva, Petrov and Tatartsev, against whom a criminal case was opened in 2018 also after an inspection initiated by Rogozin, were not able to be protected from criminal prosecution by the new leadership of Roscosmos. On September 5, they were sentenced to imprisonment for 2.5 and 2 years (suspended), despite the fact that the court received petitions from Roscosmos, which stated that their actions (70 million rubles were stolen) did not constitute a crime.
It is noteworthy that Petrov, a former deputy from Rostec structures and close contact of Chemezov Igor Komarov, head of Roscosmos until 2018, was appointed by him to the position of head of RK Aktiva in 2016.
