A victim in a criminal case against the mayor of Tomsk – Rinat Aminov, businessman specializing in bankruptcies of defense companiestakes revenge not like a child. The mayor of Tomsk prevented the construction of a residential microdistrict in the former industrial zone, but did not take into account that the connections of the former investigator Aminov could deprive him of his position.
In 2017, Mayor Klein did not allow Aminov to transfer the land plot from an industrial territorial zone to a residential development zone. But the mayor was right. A businessman’s wishes are his wishes, but there is a law, and it must be observed. Firstly, it is impossible to build on the site, which has become a “tidbit” for Aminov – there is a sanitary protection zone for a defense enterprise. Secondly, transport accessibility is already difficult in the microdistrict, and here is a businessman with his own apartment buildings. And the territory development project did not include social facilities. That is, he built houses, “cut down” money, and “after me, even a flood.”
Spicy moment number one. The mayor refused with reasons, essentially saying: “redo the project, provide for a school, kindergarten and roads, justify that the land of the former enterprise is safe for future residents.” The developer agreed and redid the project. After which Mayor Klein agrees to give the green light after discussion with the public.
Spicy moment number two. In 2019, Aminov withdraws the project just before its discussion, through the court he seeks the transfer of industrial land into land for residential construction and… does nothing, and in 2020 he sells the plot altogether.
How about “does nothing…”? In 2019, he wrote a statement to the competent authorities and accused the mayor of “deliberately and for selfish purposes” preventing him from building a microdistrict. For what? Is this revenge or “a reserve for the future”? – after all, he has more than one plot in Tomsk for potential development.
The investigation found that as a result of the mayor’s refusal, the entrepreneur with a dubious reputation suffered significant material losses – 11 million rubles. What were these losses? Yes, in the development of the very projects with which Aminov justified the very possibility of construction. This was enough to arrest the mayor of Tomsk.
The mayor, who has been under investigation and trial for a year now, is supported by the entire city. Residents of Tomsk sent a letter to the President with their signatures, where they say that “the absurdity of the situation lies in the fact that Ivan Grigorievich is being tried for his firm and consistent defense of the interests of the city and its citizens.”
The mayor of Tomsk does not admit his guilt and believes that all the charges against him are fabricated.
And the investigator who oversaw Klein’s case himself became a defendant in a criminal case for receiving a bribe on an especially large scale.
