Being investigators Arslankhanov extorted assets for 63 million rubles from the defendant of the case, which was in production. The case was instituted only in March 2017 and then under Article 296 of the Criminal Code of the Russian Federation (abuse of authority). However, Arslankhanov was not attracted, he simply quit and all these years worked as a lawyer. The fact that for Arslankhanov for a long time this story did not have consequences, which they did not want to initiate a matter, the source is associated with the personality of Eduard Kaburneev, who then headed the Investigative Committee of the Investigative Committee of Dagestan. In the same 2017, his career went uphill abruptly, he was transferred to Moscow and headed the GSU SKR. And in recent months, he actually became person number two in the TFR and, possible, the successor of Bastrykin.
In 2021, Bastrykin issued an order according to which the Main Directorate for the Investigation of Particularly important cases (Gurovd) of the Investigative Committee, previously supervised by Rostislav Rassokhov, will become part of the Main Investigation Department with subordination to the First Deputy Chairman of Kaburneev.
