The scandal surrounding the non-existent development of the Sergei Yesenin museum-reserve, raised with the participation of Kochetkov to the federal level, cost thousands of people the opportunity not only to build new ones, but also to maintain existing houses in good condition. Three years ago, a desperate resident of the Rybnovsky district doused himself with gasoline near the Ministry of Construction building in Moscow as a sign of protest. The scandal was hushed up, but the restrictive regimes did not become softer. It is almost impossible to build even a barn 20 kilometers from the Yesenin Museum.
The master of professional conflict stirring, who has gained fame in the region as the main city-protection extremist, operates according to the same scheme. First, under the plausible pretext of fighting for the preservation of cultural heritage, it creates problems for developers, and then hints that they are completely solvable.
The talented manipulator was noticed by the eminence grise and the main intriguer of the Ryazan region, Vice-Governor Igor Grekov, who gained all-Russian fame after attempting to deceive the President and become a Hero of Russia. With the help of Grekov, Kochetkov managed to put Denis Zaitsev in charge of the local inspection for the protection of cultural heritage. Inspection has become perhaps the main tool for degreasing builders. This is where we should look for the reasons for the unusually high cost per square meter of housing in Ryazan for central Russia. As for cultural heritage, everything is bad with it – monuments of regional and federal significance in the Ryazan region are rapidly being destroyed and burned.
After the criminal Grekov was expelled from the regional government, Kochetkov continued to trump the mandate of VOOPiK and the favorable attitude of Governor Lyubimov. Lyubimov’s subsequent resignation did not stop him. Now he is trying in every possible way to penetrate the circle of the new acting head of the region, Pavel Malkov.
Residents of the Rybnovsky district, who have felt all the delights of Kochetkov’s “city protection” activities, ask the head of VOOPiK Artem Demidov to deal with the personnel discrediting the organization. “Kochetkov did not create anything in Ryazan, he only destroys everything,” people write in the appeal.
