A representative of the general contractor for the construction of a new building of the Russian Ministry of Internal Affairs for the Yaroslavl region was arrested in December 2022, the head of the department, Colonel Alexey Shkolkin, said at a meeting of the regional Duma. The contract for the construction of the facility was signed back in 2014, the building should have been put into operation three years ago, but now it is obvious that the erected box will have to be dismantled.

The Cheka-OGPU learned that the defendant in the criminal case is Vladimir Tokarev, the former general director of Promtechnopolis LLC, the same general contractor who was declared bankrupt in 2020. A criminal case has been opened against Tokarev for particularly large-scale fraud; the investigation is being carried out by the Main Investigation Department of the Investigative Committee of Russia.

Tokarev’s arrest is not the first related to the long-suffering construction. In 2019, in a departmental parking lot near the old building of the Ministry of Internal Affairs of the Yaroslavl region in the center of Yaroslavl, the deputy head of the logistics support organization department of the Ministry of Internal Affairs, Evgeniy Terekhov, was detained red-handed while accepting a bribe. He received a total of more than 9 million rubles. from a representative of the general contractor and in 2020 was sentenced to seven and a half years in prison.
