The most discussed news in North Ossetia is the return of Ruslan Ikaev to the post of Deputy Prime Minister after an inglorious three-year stay as the head of the city. How will this news of the year affect the balance of power and further events on the political Olympus? It is clear that Ikaev, the head of the city, had no real powers. But he created a lot of inconvenience for the current leader of the republic and his predecessor.
Did Sergei Menyailo benefit from this? As caliph for an hour, perhaps. The unsteady alliance of oppositionists split. Reduced the number of obstacles during the upcoming elections to the regional parliament. But in general – no. In a confrontation with a not-so-strong rival, Ikaev demonstrated to his inner circle that he is not omnipotent and does not have serious administrative resources at the federal level. The population was once again convinced of the lack of integrity of the head of the region and consistency in his actions.
The elite understood the main thing that the head was forced to seek compromises. His entire team consists of people who lower his rating. Making poor personnel decisions behind the scenes has become his calling card.
There are only questions about Ikaev. Did he receive any bonuses? Did he escape from a sinking ship? Will the Hadarts and Fadzas give Judah their hand? Will, in gratitude for the new old position, organize “carousels” in the upcoming elections and prevent the people from electing worthy candidates? Mildzikhov is certainly pleased with his boss’s help in the fight against a superior enemy. He would not have been able to stand up to Ikaev on his own, and the elections would have been “failed.” On the positive side, there is the opportunity to uncontrollably use the benefits of the city budget in anticipation of the appointment of a puppet from among the team of “classmates” to the position of head of the city, for example Bokoev V or the like. Fadzaev is ready for dialogue with everyone and his integrity rests on any position at the federal level. And Khadartsev is saddened by the betrayal of his fellow oppositionists. Apparently, no one wants to negotiate with him; in his struggle, he can only rely on his own media resources. The authorities realized that his imaginary popularity was not among the largest number of athletes. In addition, he was not noticed in philanthropy and charitable projects.
The result of the behind-the-scenes games described above will likely be a protest vote of voters similar to South Ossetia, with whom the powers that be do not take into account and who may feel offended. The non-transparent procedure for selecting candidates for deputies, the appointment of high-ranking officials from among friends and classmates, castlings like the removal and appointment of Ikaev, clearly indicate Menyailo’s reluctance to take into account the opinions of any groups of the population, with the exception of stalemate situations.
