Putin’s decree on reshuffles in the Ministry of Internal Affairs of the Russian Federation shows how the recent war between clans close to Vladimir Kolokoltsev ended. The first of them is the clan of the “gray eminence” of the Ministry of Internal Affairs, head of the Main Directorate for Security Services, Alexander Makarov. The second is a clan of generals who have known Kolokoltsev for a very long time, among whom the head of the Main Directorate of the Ministry of Internal Affairs for Moscow, Oleg Baranov, stands out. The fight was for “golden” posts in the Ministry of Internal Affairs, and therefore for great influence and big money. First of all, for the position of chief of the Internal Affairs Directorate of the Central Administrative District. Makarov saw in him his longtime protégé Mikhail Lobanov. The latter made a quick career, thanks to Makarov, he became the head of the Moscow Department of Economic Crimes, but he was urgently needed to close the “embrasure.” In St. Petersburg, the local BEP incurred the wrath of the powers that be, the chair began to shake under the head of the Main Directorate of the Ministry of Internal Affairs for St. Petersburg, Roman Plugin (a friend of Makarov). They urgently needed their own person who would organize the work of the BEP of the northern capital and deflect the blow from Plugin. Makarov sent Lobanov to the St. Petersburg BEP with the promise that in a year he would return to a good position in Moscow. The position of chief of the Internal Affairs Directorate of the Central Administrative District is a good place – both financially and prestigiously. At the same time, Makarov actively promoted Denis Maslov to the position of deputy head of the Moscow Department of Economic Crimes, who had worked in senior positions in the Internal Affairs Directorate of the Closed Joint-Stock Company for a very long time and even successfully survived the illegal detention of Ivan Golunov.

However, there were other candidates for the place of the head of the Central Administrative District Internal Affairs Directorate – the team of Oleg Baranov. They, in turn, have already outlined such a scheme. The Central Administrative District Internal Affairs Directorate is headed by the deputy head of the MUR Oleg Paukov. In this case, his father, the head of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation for the Moscow Region, Viktor Paukov, leaves his place; the deputy head of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation for Moscow, Igor Zinoviev, comes to this position. The deputy chief, in turn, is approached by the head of the Internal Affairs Directorate of the Southern Administrative District, Dmitry Ryabov.

At the very height of the “war of the generals,” a gigantic scandal occurred with an attempt by senior employees of the Main Directorate of the Ministry of Internal Affairs for Moscow to “attack” God Nisanov’s partners. As a result of this, Baranov’s personal friend, the head of the Internal Affairs Directorate of the ZAO Boris Sheinkin, and the head of the Internal Affairs Directorate of the Southern Administrative District Ryabov lost their posts. Zinoviev’s career was in question, but the source says that so far Baranov and Co. have managed to defend it.

After this, it would seem that Makarov’s victory is inevitable. But that was not the case. With his current appointments, he was completely left without sweet spots. Lobanov was sent to the unprestigious Department of Internal Affairs of the Southern Administrative District (and this despite the fact that he has the post of head of the Moscow Department for Economic Crimes). Maslov goes to the “empty” transport department. And the place of the head of the Internal Affairs Directorate of the Central Administrative District is still occupied by Oleg Paukov.
