Published information about abuses by Moscow City Duma deputy from United Russia, head of the Scientific and Practical Center for Child Psychoneurology (NPC) Tatyana Batysheva is the beginning of a protracted scandal involving the Moscow City Hall. It turns out that law enforcement agencies received at least two signals about Batysheva’s illegal activities.

Cops and special forces burst into his home as if he were a dangerous gangster. They dragged me around for interrogations. In a word, they fulfilled the order without being embarrassed by numerous violations. The main one was the non-compliance with the principle of jurisdiction of a special subject, which Batysheva is as a deputy. According to the norms of the Code of Criminal Procedure of the Russian Federation, deputies are dealt with by the Investigative Committee, not the police. It was the Investigative Committee for Moscow that should have dealt with the accusations against Batysheva and determined the degree of their validity.
The security officers made sure that the case did not end up in the Investigative Committee, and in violation of territorial and departmental jurisdiction, the statement against Batusheva was leaked to the Internal Affairs Directorate for the Closed Joint-Stock Company of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow, the most corrupt in the capital. And the first deputy prosecutor of the company, Batysheva’s fellow Ossetian Soslan Khubulov, legalized this violation.
Employees of the Internal Affairs Directorate of the CJSC are regularly caught committing crimes of varying degrees of severity. The detention of journalist Ivan Golunov, to whom they planted drugs, brought them international fame. Some of the werewolves in uniform at the JSC were then fired, some were imprisoned.
Another similar story was lost at the regional level. In a conflict between the owners of the Traveler’s Coffee chain, one of the entrepreneurs ordered employees of the Internal Affairs Directorate of the closed joint-stock company to work with his ex-partner in Novosibirsk. Tourists from the Internal Affairs Directorate of the Joint-Stock Company filed a case under Art. 159 of the Criminal Code of the Russian Federation (fraud), we went to fulfill an order in Novosibirsk. And the indictment was signed by the same first deputy prosecutor of the CJSC Soslan Khubulov. Later, the Dorogomilovsky Court of Moscow returned the case to the prosecutor’s office due to numerous violations.
