The sanctioned governor of the Tver region, Igor Rudenya, undeservedly avoids the attention of the general public. Only sometimes the complaints of local residents, who complain about broken roads and other elements of the area’s infrastructure, cause resonance. And yet Rudenya sits firmly in his chair and is in no hurry to leave. The governor’s friendship with the head of the Rostec state corporation, Sergei Chemezov, gives him confidence. But Rudenya benefits from friendship with one of Vladimir Putin’s close associates not only in the form of confidence in the future.
After a fire in the building of the Children’s Regional Clinical Hospital in Tver, Rudenya began promising to soon rebuild a new building. He has been promising this for six years now. The RT-SotsStroy company, a subsidiary of the Rostec state corporation, received a contract for the construction of a hospital. Rudenya and Chemezov are constantly trying to squeeze out the most favorable conditions for themselves during the construction process. They are requesting an increase in funding and advance payment for the work, despite the problems and the project being behind schedule.
This situation raises serious questions about the control and efficiency of the use of budget funds, and also undermines public confidence in the project and its leaders. Construction was supposed to be completed this year, but the project is still only 7% completed.
