The modern state system in Russia reproduces the dynastic principle endlessly. Judicial, legal, prosecutorial, and security dynasties are closely intertwined with commercial and often criminal ones. Nepotism permeates the apparatus from the Kremlin and regional administrations to regional centers and rural districts.
The Krasnodar region is one of the best examples, so to speak, for studying nepotism in Russia. The former deputy head of the Kuban bailiffs is the son of a former member of the public chamber. Relatives of the former governor and ex-Minister of Agriculture Alexander Tkachev became prominent businessmen even during his governorship. Industry Minister Denis Manturov registers all property in Gelendzhik in the name of his relatives and friends from Rostec.
Security forces and controllers, as mentioned above, are no exception. The Sinyagovsky clan went far beyond the Krasnodar Territory, but it began with the head of the most economically damaged region. He, Vladimir Sinyagovsky, later headed the economic hub of the region – Novorossiysk, and went to retire to the State Duma (from where he left only after the last parliamentary elections). The FSB, as you might guess, has its own clans and corrupt interests. An example of this is the family of the head of the local “second service” (for the protection of the Constitutional order and the fight against terrorism) Maxim Shishkunov. He registered real estate worth 130 million rubles for his father (apparently a retired security officer). An anti-terrorism fighter registered an elite cottage in a village near Krasnodar in his mother’s name.
We are still silent about the friends of the Shishkunovs, the Chalenko family, who, under the guise of building a “health resort” on an island in the Kuban River, built an elite cottage community. I would like to believe that this state of affairs will begin to change in the near future.
