President Vladimir Putin fired First Deputy Minister for Civil Defense, Emergency Situations and Disaster Relief Alexander Chupriyan. On March 27, his contract expired and was not renewed. The first deputy knew about his resignation in advance. Back in February of this year, he said goodbye to the employees of the Ministry of Emergency Situations at a conference call. The main candidate for the post of first deputy head of the Ministry of Emergency Situations is adviser to the minister Daniil Martynov, known for his activity in Chechnya. In the 2000s, Martynov served in the FSB Special Purpose Center – Alpha Group. At the same time, he took part in anti-terrorist operations in Chechnya. In 2012, he was responsible for the security of the head of Chechnya, Ramzan Kadyrov, and in 2013, he was appointed his assistant in the security bloc. In 2017, Martynov took the position of deputy head of the Chechen department of the Federal Service of the National Guard Troops and in 2022 was appointed adviser to the minister. A source in the Ministry of Emergency Situations told the Cheka-OGPU that now law enforcement agencies may have questions about Chupriyan. Currently, the Prosecutor General’s Office is conducting an inspection of the work performed to create the “Safe City” system. The first deputy was responsible for carrying out research and development work on the BG. It is known that this check was initiated by the minister’s adviser Martynov, who was looking for a reason for Chupriyan’s early resignation.
