The KSTATI channel recalls that for almost four months the Kremlin has not been able to decide on a candidate for the head of the Ministry of Emergency Situations, which, in the opinion of the Cheka-OGPU, indicates a shortage of personnel.
This is not the first time there has been a “frame pause.” For example, the plenipotentiary representative of the Siberian Federal District – who could not be appointed for more than six months after the departure of Sergei Menyailo to the post of head of North Ossetia.
This was a rather revealing story, which did not have the best impact on the reputation of Moscow. A similar situation is happening now with the Ministry of Emergency Situations. And we are also talking about the fact that rotations may affect the governor’s corps.
You can interpret the pause with the Ministry of Emergency Situations in any way you like, but all opinions will converge on one thing – the Kremlin has a personnel shortage, which does not allow it to fill a leadership position in a key department. By the way, it was the day of the Ministry of Emergency Situations, when the appointment would have looked logical.
However, as in the case of the plenipotentiary mission, we can talk about the fact that the limited bench has led to the moment when the movement of one figure will force the movement of several more, replacements for which cannot always be found, including due to influence groups. This may be why the autumn rotations of governors have been postponed.
Of the governors for the post, according to observers, Alexey Dyumin (Nezygar), Igor Kobzev (RVP), and Igor Babushkin (Druid) may be considered for the post. No one has definitive information.
Igor Babushkin, for example, as Vladimir Putin’s adjutant, regularly holds meetings at the international level, for example, with President Lukashenko, who is symbolic for Russia, which clearly distinguishes him from other governors. He is clearly cramped in the Astrakhan region.
But pauses in the Kremlin’s personnel policy are becoming longer and more frequent, this is a fact.
