The head of the State Traffic Safety Inspectorate of the Main Directorate of the Ministry of Internal Affairs of Russia for the Moscow Region, Police Major General Viktor Vladimirovich Kuznetsov, has been in his current position since 2012 (he celebrated his ten-year anniversary this January). Before that, for 8 years he headed the State Traffic Safety Inspectorate of the Internal Affairs Directorate for the Krasnogorsk district of the Moscow region. He is a native of the Shatsk district of the Ryazan region, and is part of the “Ryazan” clan of the generals of the Ministry of Internal Affairs.
Throughout his career, V.V. Kuznetsov (like some representatives of the police in general, and the traffic police in particular) is focused on making profit at the expense of official powers.
As the head of the traffic police of the “elite” district of the Moscow region – Krasnogorsk – through proxies (including his son), he began to provide paid services for coordinating the technical conditions of design documentation for exits and exits from highways in the territory provided.
In 2009, businessman Markov A.V. (General Director of ZAO Bental, the company was engaged in the sale of building materials in the field of landscape design and gardening construction) when placing a retail outlet – a garden center on Volokolamsk Highway, he submitted an application to the State Budgetary Institution Mosavtodor for approval of a project for connecting it to the highway. Immediately to Markov A.V. Kuznetsov’s son V.V. arrived. Alexander said that he was ready to assist in coordinating this project with the State Traffic Safety Inspectorate of the Moscow Region and the Mosavtodor State Budgetary Institution, for which he would need to pay him 1,500,000 rubles. He said that if Markov A.V. refuses the proposal received, then his application will not be approved. Markov A.V. I made inquiries, learned from other businessmen (who already owned similar outlets) that Alexander really maintains contacts with representatives of the management of the State Budgetary Institution, repeatedly assisted in resolving such issues, and even visited the office of his company to be sure. Having expressed his consent, Markov A.V. I gradually handed over the requested amount to Alexander and waited for the required procedures to be completed.
However, in December 2011, Alexander died suddenly, and after his death it turned out that the project documentation was not submitted for approval, and the work carried out to build the entrance to the land plot was carried out without approval from Mosavtodor. Next to Markova A.V. V.V. Kuznetsov’s matchmaker comes out. Samokhin A.N., who volunteered to obtain the necessary approvals and permits for Bental LLC for 400,000 rubles. In August 2012 Samokhin A.N. handed over to A.V. Markov agreed upon by Kuznetsov V.V. (already the head of the traffic police of the Moscow region) project. And already in September 2013, by order of the head of the State Traffic Safety Inspectorate of the Russian Ministry of Internal Affairs for the Krasnogorsk region (who came to the “heir” of V.V. Kuznetsov), Mosavtodor eliminated the entrance to the territory of the garden center. Realizing the difficulty of the current situation, Markov A.V. repeatedly made unsuccessful attempts to contact V.V. Kuznetsov. to return the funds transferred to Alexander. After an official appeal to the head of the traffic police of the Moscow region with a request to return the transferred funds and a warning about the publication of information about the scheme for obtaining illegal profits and Alexander’s receipt for receiving funds in the media, Kuznetsov V.V. through a trusted subordinate, he conveyed to A.V. Markov that he would resolve this issue. 02.02.2018 Markov A.V. on behalf of Kuznetsov V.V. in the presence of a notary, funds in the amount of 2,000,000 rubles (including moral damage) were transferred by his authorized representative – the head of the State Traffic Safety Inspectorate of the Russian Ministry of Internal Affairs for the Krasnogorsk region, about which a notarial record was drawn up (a copy is available).
